A person who believes one race is better than another is racist. Racists discriminate against other races.

If someone believes one race is inherently superior, that person is racist. Individuals can be racist, but so can businesses, laws, and governments. A racist person can do some damage, but a racist government can do far worse, as in the cases of slavery in America or apartheid in South Africa.
